A total of 62 construction permits were issued in the first week of October within the boundary of the Yangon City Development Committee-YCDC.
Similarly, 31 building completion certificates (BCC) were granted.
To allow the building construction, 14 endorsements were sent to the Fire Services Department, 41 to the Engineering Department (Water and Sanitation), 11 to the Urban Land Management Department and one to the Urban Planning Department, while another one has been sent to the Urban and Housing Development Department.
When building construction permits were issued, landlords and licensed contractors needed to implement the SOP to be communicated with the power corporation to get electricity access. Licensed contractors will install electricity meters in BCC buildings following a meeting this week, according to the Yangon Electricity Supply Corporation.

Myanma Railways will construct four flyover bridges, which are a part of the Yangon circular railway upgrading project, in this FY, according to No 7 Division of Myanma Railways (MR).
It also invited tender for the construction of four flyover bridges, said U Thaung Htike, superintendent of Yangon Railway Station.
“We invited tender for upgrading projects including the construction of four overpasses at four locations along Yangon circular railway line,” he added.
The four flyovers will be at Paywetseikgon-Kyaukyedwin stations, Baukhtaw-Tamway stations, Kyaukyedwin-Tadakalay stations and Yegu-Tadakalay stations.
Currently, the Yangon circular railway upgrading work such as upgrading of railways, stations, level crossings are being conducted.
Moreover, it will also upgrade the seven railway stations — Aung San, Kamayut, Okkyin, Phawkan, Thamine, Tamway and Kyaukyedwin- along the Yangon circular line starting this year using the allocated budget of respective FY. Similarly, the Okkalapa and Thamine Myothit railway stations will be reconstructed this year.
The Yangon circular line upgrade, once completed, would provide a chance to run express trains that can carry about 240,000 passengers daily.

The Myanmar delegation led by Union Minister for Construction U Myo Thant left Yangon for China yesterday evening to attend the China-ASEAN Construction Ministers’ Meeting to be held in Nanning, capital of Guangxi Zhuang autonomous region, from 15 to 17 September.
The meeting will be attended by the Chinese Minister for Housing and Urban-Rural Development and invited ministers of ASEAN countries.

A temporary bailey bridge already built on the landslide-affected Thaton-Hpa-an-Kawkareik-Myawady section of the Asia Highway in the Kawkareik Township of Kayin State allows the passing of vehicles, according to the Ministry of Construction.
Torrential rains hit Kayin State from 1 August, causing a series of landslides section between mileposts 149 and 150 near Tawnaw waterfall on 6 and 7 August. In the incident, the landslides happened on 33-foot wide earthen layers and some 150-foot-long asphalt road section.
As such, the Ministry of Construction managed the construction of the 70-foot-long and 19-foot and 10-inch-wide steel decking Bailey bridge with the 55-tonne withstanding, starting from 10 August. The Bailey Bridge bears a 13-foot and eight-inch wide motorway. On 25 August, the bridge resumed the linkage of transport on the highway as usual.
“The incident of landslides which occurred last week absolutely halted the flow of commodity. In fact, Myawady at the Myanmar-Thai border is the most imperative camp for commodity flow and passing of vehicles. At a time when the Myawady-Kawkareik road section at the Myanmar-Thai border suspended its functions, the commodity flow of maize, rice and broken rice heading for Thailand from Myanmar was totally halted. At the same time, the imported goods such as foodstuffs from Thailand to Myanmar faced remarkable difficulties in transport. Now, the resumption of transport routes can help smooth and swift the flow of commodities. I think, it may help decline high prices of commodities at home to normalcy,” a businessperson from the UMFCCI told the Global New Light of Myanmar (GNLM).
According to the Ministry of Construction, a culvert or a bridge will be built to recover the landslide section of the highway in open season after calculating the volume and pressure of water there.

During the visit, officials from the Department of Public Health and CCCC Third Harbouring Co Ltd, responsible for the project’s construction, provided updates on the progress, upcoming stages, and requirements of the project. Director-General of the Department of Public Health Dr Myint Myint Than, shared insights about the installation and utilization of necessary laboratory equipment and the upcoming training of health workers in China.

The Union minister offered instructions, discussed needs, and inspected the construction sites. A fruit basket was presented to officials from CCCC Third Harbouring Co Ltd to mark the occasion. The Myanmar CDC, valued at approximately 400 million yuan, stands as an international disease control hub. It includes a three-storey disease control building with advanced laboratories and systems, as well as a health training building and an administrative building.

The centre can train around 400 individuals, a batch and the health workers assigned to Myanmar CDC will also undergo training in China.

Although the annual domestic demand for cement is about 9.9 million tonnes, the cement production volume of the 11 currently operating factories can meet the demand, according to the Ministry of Industry.
Domestically, there are 19 cement plants operated through the public-private joint ventures, eight of which are undergoing mechanical improvements and currently 11 factories are manufacturing cement.
These plants produced 8,123,570 tonnes of cement in the financial year 2022-2023 and were able to meet domestic cement demand, according to the No 2 Heavy Industries Enterprise.
Some cement plants have been temporarily shut down due to operational changes and new equipment expansion.
It can be produced locally to meet the annual cement demand. Among 19 domestic cement plants, some plants are equipped with five machine lines capable of producing 5,000 tonnes of cement or more, nine machine lines capable of producing between 1,000 tonnes and 5,000 tonnes and 13 machine lines capable of producing less than 1,000 tonnes.
Among three State-owned cement plants — No 31 Heavy Industry (Thayet) and No 32 Heavy Industry (Kyangin) — had to stop production due to high energy consumption, high production costs and difficulty in competing in the market.
According to the information, government-private partnerships will also be implemented for operating the aforesaid two plants.

The Department of Urban and Housing Development, under the Ministry of Construction, has announced the commencement of renting for approximately 1,200 apartments, constituting the first phase of the Thukha Dagon Public Rental Housing Project in Dagon Myothit (South) Township.
Retired employees, civil servants, and individuals facing living challenges in Yangon Region will have the opportunity to apply for a five-year residence permit at the newly completed 1,200 apartments in the initial phase of the Thukha Dagon Public Rental Housing Project.
Interested applicants can obtain residence permit forms from the respective township administration offices, complete the required details, and submit the forms to the relevant township administration offices by the latest deadline of 31 July.
The housing project spans 171 acres of land near the intersection of No 2 Highway and No 7 Highway, encompassing 194 buildings with 3,104 apartments currently being constructed in the first phase. For this phase, the Myanmar Construction Entrepreneurs Federation (MCEF) and the Myanmar Licensed Contractors Association (MLCA) have allocated 97 buildings each for construction purposes.

State Administration Council Member Deputy Prime Minister Union Minister for Transport and Communications Admiral Tin Aung San inspected the Yangon-Toungoo railway section of the Yangon-Mandalay railway upgrade project and installation of road signs on Nay Pyi Taw-Toungoo expressway and Bago-Yangon Union Highway sections yesterday.
During the inspection tour on the installation of road signs, directions and signals along the highway, the chief engineer reported on the installation processes along the highway and at Milepost 167 for the road safety of the public as per the rules and instructions.
At the briefing hall of Bago-Nyaunglebin (CP-102) of Yangon-Toungoo railway upgrade project phase 1 in Pyuntazays of Nyaunglebin Township, the Managing Director of Myanma Railways and respective engineers explained the progresses in Yangon-Toungoo railway section of Yangon-Mandalay railway upgrade project phase 1 and coordination to complete the operations within the fixed period.
Then, the Deputy Prime Minister stressed the need to cooperate with the departmental officials, project advisory board and contractors to accelerate the work processes as the accurate design, quality construction materials and skills of labours are the key role and implement the prioritized plans to develop the railway transportation sectors. He also gave foodstuffs and fruits to the project officials.
He also inspected the 380 feet long Yenwe Creek Bridge (No 116-B) between DaikU and Einchaylayse railway stations and Level Crossing No 51 on the DaikU-Sittoung road section and provided foodstuffs to the labourers at work sites.
On arrival at the briefing hall of the junction of Yangon-Mandalay highway and Bago inner road in Bago, the director of the Bago Region Highways Department reported on the installation of road signs and signals in the region to ensure road safety for the public. Then, the Deputy Prime Minister offers instructions.
The Admiral and party proceeded to the Dry Port of Myanma Railways in Ywathagyi of Dagon Myothit (East) Township in Yangon Region and inspected the Ywathagyi Dry Port.

The opening ceremony of the Sittway-Kaladan international jetty under the India-funded Kaladan Multimodal Transit Transport Project was held in Sittway Township of Rakhine State yesterday.
First, State Administration Council member Deputy Prime Minister Union Minister for Transport and Communications Admiral Tin Aung San welcomed the Indian delegation led by Minister Mr Shri Sarbananda Sonowal of Ports, Shipping and Waterways at the Sittway-Kaladan international jetty.
At the meeting hall of the port, the relevant officials of A to Z Exim Limited presented the work processes of the port to the Deputy Prime Minister and Indian officials.
Then, Indian Ambassador to Myanmar Mr Vinay Kumar, Rakhine State Chief Minister U Htein Lin and Indian Minister for Ports, Shipping and Waterways Mr Shri Sarbananda Sonowal made speeches respectively.
Speaking at the event, the Deputy Prime Minister said the opening of the Sittway-Kaladan international port, part of the India-funded Kalandan Multimodal Transit Transport Project, is an achievement that brings benefits not only to India but also to Rakhine and Chin states. As it is a multimodal transport system by linking the sea route, inland waterways and roads, the flow of transport and goods between Rakhine and Chin states will be better and it can develop the socioeconomic status of residents. It will create more job opportunities. It is thankful for the efforts of the two governments as the project creates direct trading services to the regional countries in addition to India through the Sittway port.
Then, the Deputy Prime Minister and Indian Minister pressed the button to inaugurate the monument of the port and exchanged gifts. They also had a documentary photo taken together with the attendees.

They then conducted the ribbon-cutting ceremony of the Sittway-Kaladan international jetty at Sittway-Kaladan International Port where the international cargo vessel ITT Lion docked at.
At noon, the Deputy Prime Minister, Indian Minister and party met with the members of the Rakhine State Chambers of Commerce at the Royal Sittwe Resort Hotel. During the meeting, they discussed the potential of bilateral trade, trade volume to regional countries through Sittway Port, economic and job opportunities for Rakhine State residents, transport system between Rakhine State and Chin State.
The Deputy Prime Minister met state-level departmental officials of Rakhine State at the cabinet office to discuss the cyclone that is likely to occur in the Bay of Bengal on 8 May.
During the meeting, the deputy director-general of the Department of Meteorology and Hydrology explained the weather forecast and paths of the storm and the Rakhine State chief minister, the security and border affairs minister and the cabinet secretary reported on the preparations and measures to be conducted in the period of emergency.
Then, the Deputy Prime Minister gave proper instructions. The Deputy Prime Minister and party then inspected the digging sandbank for 1,262 metres long waterway of Sateyoekya Creek conducted by the Rakhine State budget in 2022-2023 and 2023-2024FYs, nine wells in the Sittway agricultural farm and well-digging processes at Sittway General Hospital.

Deputy Minister for Construction U Win Pe recently said plans to construct EV charging stations within the next three months at 38 designated petrol stations in Yangon, Yangon-Mandalay Expressway and Nay Pyi Taw.

The National-Level Leading Committee on the Development of Electric Vehicles and Related Businesses have approved the installation of EV charging stations as part of the first phase of the project. Twenty-four fuel outlets in Yangon, seven on the Yangon-Mandalay Expressway and seven in Nay Pyi Taw totalling 38 will be affiliated with EV charging stations.

A total of 51 chargers are set to be installed across 38 petrol stations as part of the EV charging infrastructure project. At present, authorities are requesting charging station plans from petrol retailers to facilitate the installation process.
